The UK water sector is entering one of its largest investment cycles in decades. Through Ofwat’s Major Projects Programme, more than £50bn will be invested in major water infrastructure over the next 30 years to strengthen water security across England and Wales.
Led through the Regulators’ Alliance for Progressing Infrastructure Development (RAPID), a partnership between Ofwat, the Environment Agency and the Drinking Water Inspectorate, the programme aims to accelerate the delivery of strategic water supply schemes that will improve resilience, protect ecosystems and support economic growth.
The pipeline includes around 30 large infrastructure projects, such as new reservoirs, water recycling schemes, desalination plants and regional water transfer pipelines.
Beyond securing water supply, the investment is expected to make a significant economic contribution – supporting up to 46,000 jobs during peak construction and generating up to £40bn in economic impact by 2050.

- New reservoirs

Together these projects represent a capital investment of around £25bn within a wider £50bn programme, delivered over the next 30 years.
Nine new reservoirs alone will transform long-term water storage capacity.
But delivering this pipeline requires a vast range of engineering expertise.

At peak construction, the water infrastructure programme could support 31,000–46,000 jobs, spanning construction, design, engineering and project delivery.

Unlocking economic growth
Beyond jobs and infrastructure, water investment plays a wider role in enabling economic growth.
The analysis identifies four key ways water infrastructure supports the economy:
- Enabling housing and population growth
Without adequate water supply, housing developments cannot proceed. In some water-stressed areas, up to 51% of planned homes risk being delayed due to water shortages.
- Improving national resilience
Droughts have historically caused billions of pounds in economic damage. Stronger water infrastructure reduces this risk.
- Supporting emerging industries
High-growth sectors such as AI data centres, hydrogen production and clean energy require large volumes of water.
- Strengthening existing industries
Sectors including agriculture, tourism, recycling and leisure all depend heavily on reliable water supply.
Together, these impacts could unlock £4–12bn of additional economic growth annually by 2050.
